It's all part of the rules of solving cryptic clues. The clue has 3 parts:
(1) The definition. Found at the beginning or the end of the clue. Usually the first or last word but sometimes it's the first or last phrase or couple words. This is a loose definition or synonym of the solution.
(2) The road map (I don't know what it's really called). This is the remainder of the clue. You take synonyms, anagrams, reversals and what have you to construct the solution from these words and phrases.
(3) The number of characters in the solution - today's was (11). If it's multiple words then you show each word count in order, e.g. (5,3).

So, you have 2 chances to get the solution, but each part or reinforces the others. They are meant to be tricky and misdirecting. Only part 3 can be fully trusted. But, it's not a total free for all. There are rules that the setter must follow that gives the solver a chance.

When I first seriously started trying to solve these I found them nearly impossible. I'd solve maybe one a month - if that. At the beginning of this year though things started to click for some reason and I started regularly solving one or more a week. I keep improving. I solved 3 this week and 3 last week as well. I was even the setter 3 weeks ago by being the first to solve one! I don't often win because the game starts at 3 am South Dakota time and I'm not often up that early (late?) and even when I am playing in real time I am often beaten to the answer by another player (if I can even solve it), but every once in a while.
