The wireframe should be completed first as this is what the client/business team wants the UI to look like overall. Then I would create a new user story and attach the wireframe to the new user story, making sure to add ALL additional requirements. I prefer the business team create the wireframe, and not the developer.

If the developer is creating the wireframe for the client/business team, then I would create the user story first, so you have something to work to and add the wireframe to the user story. Once the user story is done, then mark the user story as ready for development, and move it out of the backlog to an appropriate sprint cycle.

Our shop has to bill all development time to either a user story or bug ticket.

We use MS DevOps for all our development builds, managements, source control.
