Theoretically, you don't even know that/what you should wireframe without the user story

In my experience, garnered over almost 5 decades, most users don't really know what they want, until they see something you have put together, based on the skimpiest of requests.
It has always been a collaborative effort between me and the user.

That is absolutely true, especially if introducing something new in the company process or technology base. No user was capable of telling what they wanted from a x-ray inspection machine software until they saw one and found the criticalities, then saw others and saw what they preferred of each one.
Usually though asking what is the current process for doing something helps a lot, and it's not only for user products: even when writing libraries or drivers (in embedded systems) knwoing what is the process used by the end user helps tailoring the exposed interface and workflow.

Even then, 99% of the time all they know is that we did it wrong, and can't articulate how to make it do what they actually want.

The wireframe should be completed first as this is what the client/business team wants the UI to look like overall. Then I would create a new user story and attach the wireframe to the new user story, making sure to add ALL additional requirements. I prefer the business team create the wireframe, and not the developer.
If the developer is creating the wireframe for the client/business team, then I would create the user story first, so you have something to work to and add the wireframe to the user story. Once the user story is done, then mark the user story as ready for development, and move it out of the backlog to an appropriate sprint cycle.
Our shop has to bill all development time to either a user story or bug ticket.
We use MS DevOps for all our development builds, managements, source control.

Take charge, and write the entire program without any "end user" input, release it, and tell them that's what they get whether they like it or not.
