I'd agree with Mike - that looks like the base temperature, or possibly the settings you used to get rid of the Elephant | [mastadon] 's foot has meant that the initial layer is slightly too high and as a result the bed adhesion just isn't enough.
It looks like the top left corner has lifted free and that's what created your birds nest.

Check the settings of your PETG - the manufacturer will supply them, normally with the roll.
My PETG recommends 220~240C, but I ended up running 215C at the hotend with a base of 60C. If I go much higher on the hotend it tends to "run" a bit and I get a hairy print every time the extruder moves without printing. If I go much lower on the base, it detaches.
