It makes perfect sense in a fantasy world where no applications rely on the folder as part of name of what everything inside them is eg "Failsoft Frobinator\Startup" and only put the actual application(s) on the start menu, and not also stuff folders full of documentation, web links (probably dead), uninstallers, and other crap that no one ever needs.
