Nonsense, depends what stack you want to use, it's perfectly possible to run a WAMP stack on Windows 10 pro.
See: best-wamp-development-servers[^]
You can even run a server from an USB stick with e.g. USBWebserver.
When you want your website to be accessed via internet you have to think about security and these WAMP servers will not be safe enough with their default settings, in this case you might need IIS or a reverse proxy server (e.g. NGINX) and a certificate.

I am pretty sure your windows 10 pro and the web server will freeze up and crash as soon as the number of connections exceeds a few hundred

It doesn't, from experience.
My first attempt was running on a Pi and it was limited indeed, but worked. The current one is a cheap desktop.

Non server operating system has a limited amount of simultaneous open sockets it can serve. So it either he ran out of sockets first, or the memory/processing power second. Either way I would go with linux server if the money is an issue

That sound "local", not internet access. Which of the two are you trying to achieve?
If the latter; you may already have checked all config on your PC, and it not the problem. The router is. You'd need to allow outside stuff to access your server and have it respond.

Don't. You can get full IIS web hosting, with MySql and even MS Sql, oodles of space and a far more reliable and secure setup than you will be able to configure on your Win10 box, for under £3 / month. Managed using Plesk and with FTP access too. You can make your site(s) private if you wish as well.

I went to download something this morning and I was downloading at a paltry 6MB/s and change. (about 50MBits/s)
Normally it's closer to 25MB/s (200MBits/s)
I spent 20 minutes dealing with my ISP - between furbling through their automated system and troubleshooting with the rep (a very pleasant and competent woman. On an unrelated note I always feel good about getting Indians versus Americans on tech support. For some reason they tend to know what they're doing more of the time, in my experience and I'm used to their accents anyway so they aren't hard to understand over the phone. I think that puts me in the minority with respect to that opinion though)
Anyway, after going through the motions of restarting the modem, and checking my wireless LAN for any interlopers, I finally rebooted my machine. I figured I might as well. I kind of enjoy it, since it starts windows so fast.
All of the sudden my download speeds are back up to where they're supposed to be, but my upload speed is now averaging about 1.7MBits/s. Far worse than what it was before the reboot, and obviously not even close to reflective of my ISP's connection speeds with this package.
What the heck, Microsoft? Your "security" updates *always* elephanted. Just stop trying.
