So, what? There are rules? That must be where I've been going wrong. I look at CCC every day - and every day I'm baffled. Sometimes even when the answer is provided - as in this case.

I guess they are more guidelines than rules, the main one being: The definition should be at either the start or the end, never in the middle.

That may cause some contention: the "first popular operating computer" was probably this: Jacquard loom[^] - but it was very unpopular with some (and that's where we get "put a spanner in the works" and "Luddites" from), and many fanboise will insist that it describes an Apple product. Others a home computer from a list of many, many possibles, some will want ENIAC, others Colossus, and of course there is the venerable PC ...
Describing anything as "the first popular" is almost certainly a good way to start an argument, but little else!

My notebook's fan was going crazy on windows 10 to the point where it sounded like my machine was possessed then I found this trick and it is quite as a mouse now... Maybe useful to someone...
Power & Sleep settings -> Additional power settings -> Change Power Settings -> Change advanced power settings
and in popup window Processor Power management. Changed System cooling policy to passive and Maximum processor state to 90%.

Yeah. we're dell "partners" - oem channel.
We have bought countless pcs from them over the decades.
About 5 years ago we bought an i5 for someone and it arrived as you have described. And searching the internet brought me to the same solution as you.
- They ship em that way? - Must be a loud final test room.
- Is Dell retarded now? - This is not an isolated incident by any stretch.
If they are looking for an exit strategy (I would too today) this might do it.
