When I recognized the very poor speed of our internet connection I contacted the provider. They checked and confirmed something is strange... Their idea was to send a technician, but I intervented and told them to wait with this.
First I thought it is a pending update, but while checking what process does consume the net I found it is svchost and more surprising the process consumed all upload (and not download) bandwidth.
a.) Checked which process does use the net and recognized it is svchost.
b.) Went through all possible services which are related to network and found it is DoSvc (in german it is the service "Übermittlungsoptimierung") which seems to distribute the windows updates to our neighbors.
c.) Stopped the service and everything is fine now
Any similar experiences out there?

Would be a possibility. But we are very conservative in these things and do not use cloud services (at least not consciously  ). Another argument against this is that the network load lasted for hours and we really don't have that much data to share.

Google tells me it is a common problem but for me it is very surprising that MS "does use" my internet connection to share updates

That rang a bell.
Under Settings, Update and Security, Delivery Optimization, there's an "Allow downloads from other PCs", with 2 options:
a) PCs on my local network
b) PCs on my local network, and PCs on the internet
The latter just seems like a bad idea.
There's an Advanced options link that seems to indicate you can limit bandwidth usage.
My neighbors can download their updates from Microsoft, and not me, thank you very much. This sounds like a feature designed to save Microsoft some bandwidth, not my neighbors', and certainly not my own.
The Activity Monitor link is also rather interesting. It does look like at least one of my PCs has been sharing updates with others inside my LAN. Which is kinda pointless as I have everything going through a WSUS instance.

Yep, but on the other hand it (can) make sense at least for a "home network". Only one pc downloads the updates and distribute them in the "home network" _but of course not_ to the internet.
Anyway, in my case the thing is my laptop does only take update from the company network and her's seems to be evaluated to share them over the internet (similar things happend long time ago when skype used clients to manage a p2p)

didn't cause any problems for me performance wise, but I had a few months of crazy upload stats on my router when that setting accidentally was enabled on one of my systems.

OK, riddle me this. I needed to make a PDF with C# code for someone too cheap to pay for Aspose, iTextSharp or other commercial library that would do the job. There seem to be two projects on CodeProject that make rather simple PDFs without a ($600 to start) commercial library. A fair amount of searching led me to the PDFJet library, much of which can be used used for free under a 2 clause BSD license. It's easy to build and I made a pretty complicated PDF Fax Cover Sheet I needed using only C#. I was thrilled so I posted about it with a link to the Open Source library. I bet it could even be compiled to .Net Core though I didn't try.
Anyway, in almost any post in any forum, including CodeProject, the first answer to how to make a PDF with C# is to use the expensive iTextSharp. I wrote about what I had found on the question at https://www.codeproject.com/Answers/5275236/Create-PDF-File-In-Csharp-3-5 which asked "How can i create a pdf file using c# with table format ?"... Which it answers. So why did I get an email saying "Your answer 'Create PDF File In C# 3.5' has been reported by Nelek and has been closed, with the reason being given as Content has been posted that is spam."? It's free for one thing while none of the other libraries are. It's a valuable, uncommon resource to me as a C# developer and might be to others. I have nothing to do with the Open Source project.
One thing I noticed when researching the project. Over and over I found posts on SO with resources ... and the post was marked as closed for being inappropriate for some reason. What is with it about the content police?

Probably, it was that you were responding to a very old question (2012!) and an older article with links; you aren't a "regular contributor" (your rep graph has been pretty flat for years); two almost identical messages very close together. Oh, and it's another PDF converter - we get a lot of "converter spam":

PDF Sharp has worked well for me in the past when i needed to create downloadable versions of html reports.

You got caught with both messages in the spam filter. You were using the same pattern that many spammers do and it would be not the first time that someone starts a blog or does something and start pushing "his better solution" all over the place in old questions and articles.
