I became aware that the 2004 version of Windows 10 became available beginning of June. So I downloaded the install tool and decided to make a clean install of the new version. Re-partitioned and formatted the system disk and did a fresh, clean install. It went without any significant issues.
Once everything was up and running I decided to save my bank account and other financial institutions' credentials. Since the machine is my desktop that I am not likely to lose, I always let Windows save my login credentials for all sites, so I don't need to enter it every time. To my surprise I discovered that the new, clean install already knew my passwords, etc. for all sites, including bank accounts. 
The previous (1909) install must have uploaded my saved credentials to Microsoft, possibly in preparation for synching it across my devices, which I don't need. So Microsoft downloaded my credentials to the new install.  Having my secret credentials living on some external MS server is a little disconcerting!

I think it is good new...
In the unlikely case you DO loose your desktop computer you will be able to buy back your credentials from some hacker...

I used the latest browser: Edge-Chrome, or whatever MS calls it, with both version 1909 and 2004.

My point was that it is probably not Windows doing it but whatever browser you have. Google Chrome will do that. Firefox will do it. I haven't used Edge.
And it's a feature you can turn off. In fact, I thought it was turned off by default.

Yes - you are probably right. I ran the new MS browser that they called Edge-Chrome or some words to that effect, with both version 1909 and 2004.

My wife called me over to her laptop the other evening, concerned that something was wrong. Apparently her laptop had just installed the new Edge and she was freaked out.
In my opinion, the new logo/icon looks like the logo for a feminine product.

That's how all browsers manage to sync anything across devices.
Just last evening, I had a neighbor call me to go "fix" her login credentials (she's a Chrome user). Long story short, after I've fixed it on her laptop, Chrome, on her phone, also started working again without us changing anything.

Exactly. That's why browsers insist you "log on". I've never "logged into a browser" and never let any of them save credentials. Heck, I don't even save credentials to access shares within my own LAN.

Somehow I've managed to survive without synch'd browsers. Who would have guessed it to be possible?
It is reasonable to assume, at this point, that your financial institution credentials are now somewhere/anywhere/everywhere on the web.

Logging into Windows with MS credentials is scary. By doing so, you've agreed to store much of your data at MS.

I have learnt now that with the new browser (Edge-Chrome) it is possible to turn off the synching of passwords only. What I need to do after turning it off, is to change my passwords.

If you are paranoid, make it a habit to disable your network connection whenever you do not actually do work on the internet, but e.g. edit documents. Every time you start Word with a network connection available, a report goes to a logging service; I do not know what the log report contains. Similar with other software: There are lots of them sending reports.
If you open a local encrypted file, it is safest to do it with the network disabled; you never know who picks up you keystroke. In principle, all your keystrokes may be buffered while you are offline, and the whole batch sent when you go online, but today, 95+ % of all users are online all the time, so I guess the keyloggers assume that they can send the log as soon as a small buffer has filled up, with no provisions for delayed sending. I have never seem any indication of delayed transmission.
