... and it seems to be my ISP ... but it's affecting CP: I report a spammer, and it goes to the home page, link pasting isn't working, I can't get to Google at all, though Bing is available ... and DownDetector is saying there is a country wide problem with my ISP. I have full internet via my phone, but sites are patchy.

Well,
I actually cheated and used a piece of software to generate anagrams and permutations of the head and tail of your clue. Apparently the word 'hendecad' is not in most dictionaries. I had to load an unabridged dictionary to get the answer.

It was a good clue. Don't let them get to you. Your choice of 'reprogrammed' for the anagram indicator caused me to initially get stuck on HAM radio circuitry and associated jargon.
