Only in the Bugs & Suggs and Member Photos forums, AFAIK. Just copy the image and paste it into the "message" textbox.

For me drag and drop from the explorer works better.

There's a good reason you can't: trolls. We have quite a few, including one who pops up randomly every couple of weeks known as "Mr Caprine Rectum" because of the advice he gives. Now, The automated system spots him pretty easily - but can you imagine the pictures he would post? 
This is a SFW site, and moderating every picture would be a nightmare - as well as slowing posting to a crawl ...
