You're not getting far because your don't have a "list"; you have something you called a list.

And an "empty" list is "not null"; it is just "empty".
C#
List<string> list = new List<string>();  // is an "empty" list.

bool isEmpty = (list.Count == 0);  // tests for an "empty" list
