SF & Fantasy writers usually call it "Worldbuilding".
Long ago, my wife was running a general book discussion at a library branch, and the members hadn't read any SF, but were interested in trying something different. I suggested "Ringworld" 
They all finished the book, and it wasn't the generic space opera they were expecting. Quite a lively discussion with the different themes, and they were fascinated by the different characters, like Speaker-to-Animals and Nessus.

Although, in the great scheme of things, it cures nothing, I just had the pleasure of telling of a high-ranking supervisor when they said bad data wasn't user error.*
I was a bit more polite than I felt and not as cynical as I should have been, but if they don't like it they can ask me to leave . . .

He has something of a point though. Data can and should be filtered, when possible. It's like the comics we've all seen about "little Bobby Tables" whose name flushed the school's database.
NOTE : I fully understand that it is not always possible to filter all bad data.

Depends on your perspective.
If this is QA trying to put your user input handling code through its paces, and you end up with bad data being accepted and committed...then the fault is with the validation code.
How accommodating do you want to be? We live in a hostile world where the validity of user input should never be taken from granted.

A great bug-a-boo: how do you validate a field that is supposed to accept text input? Droplists are everywhere possible (to prevent foolishness and sloth); as are number-only fields; even a field for VIN which checksums the value and warns of an error. Etc Etc Etc.
Sloppy work is just that - someone needs to clean up the spills. And, of course, there's no cure for stupid.
In this case, it was either (1) user input error, or (2) data sets sent by an outside source which themselves are not validated.

I am in New Zealand. It is currently 9 degrees C. The shortest day is almost upon us.
And youtube decides to show me an add "Sky is out, Thighs are out. Get the most comfortable shorts...."
These guys are hiring hoards of marketing people to front a huge team of engineers, data scientists, analysts powered by untold compute capacity at the problem, fed with all the data they can source.
Yet they cannot tell the southern hemisphere from the northern hemisphere.
Maybe that is a new variable they need to add to their models (once they license the patent I'm about to apply for)
