a. Who is doing the work or filling out the request?
b. Risk classification
c. Who is informed (or maybe consents/signs=off/approves)?

Thanks to all the responders, I think I got most of it figured out. It is actually the xml description of a series of UML diagrams (actually BPMN). And I have decided, after talking with the client, that most of it is needed for this phase. The parser will just throw it away for now, and I will put in some hooks to process these if/when needed.

This has been a reported EF bug since AT LEAST 2012, and not only is it not fixed (as of EF6.2), but MS has no intention of fixing it. Their response is to use EF7 - in the not-ready-for-prime-time Core framework.
MS says - "This is a limitation of EF that we plan to fix but it is complicated and not something we are planning to address in EF6."

Way back when V1.0 of .NET was released, it was discovered - and reported - that you can't create a C# abstract UserControl and then bring up derived (concrete) versions in the designer unless you created an interim concrete class to derive from:
public class MyAbstractBase : UserControl
{
...
}
public class MyConcreteControl : MyAbstractBase
{
...
}This gives a designer crash.
public class MyAbstractBase : UserControl
{
...
}
public class MyConcreteIntermediate : MyAbstractBase{}
public class MyConcreteControl : MyConcreteIntermediate
{

}Works fine, but pretty much cr@ps over the whole point of abstract classes and almost forces you to have two code bases: release which omits the intermediate, and dev which doesn't.
Which is frankly stupid.
It was reported. And has been with every version of Visual Studio since.
Is it fixed? No chance, there is no money in it.
All I'm saying is: don't hold your breath waiting for a fix ... if there isn't pretty immediate money in it, it probably won't happen.

Even if the vendor promises a fix by a certain date, plan to implement without the promised fix!
Been there/done that during the old wave of 16 bit to 32 bit software migrations.
The promised 32 bit library version NEVER arrived, or maybe it arrived 2 years after promised?
Even if it had arrived, it probably would not have been thread safe.
Fortunately, I had not counted on them and implemented an in-memory, client-server architecture to span the divide.

the core process for EF does not handle schemas(namespaces) at all. and yes, this is a serious downside to EF.

because it works with the DB of choice behind the scenes. and for some stupid reason, it can't tell what schema you are using in your DB action thus the error.
It boils down to lousy design. plain and simple.

So, the folks in the City want to build a bunch of houses in a small park in our neighbourhood, practically my doorstep. We have started some FB action (I'm not there) but we also would like to build a website. I guess I am the driver of that.
We want to have a basic website with graphics and stuff, but also links to petitions, and also preferably we would like to upload City documents that are several hundred MBs.
It really should be an online tool - expecting ppl to download&install is a stretch - so that several ppl can share the work.
[Important:] any noob should be able to add a picture or some text

You might look into the NextDoor app. I don't know a lot of details, but it sounds like it was made for exactly what you are wanting. My neighborhood uses it, but it is generally just a localized Facebook to let everyone know when a dog is running loose or someone complaining that cars drive too fast during school bus times. I know the app has a documents section, but our neighborhood isn't organized enough to make use of that.
