So you have to plant magnetic sensors 100 to 150 cm from the CPU -- not the server, the CPU, which means that you magnetic sensor has to be within or very close to the server rack, and all you'll get is 40 bits (not bytes) per second.

Oh, and you won't know what those bits represent, because they're just 40 ones and zeroes per second being guessed at from what the CPU is doing, so they may or may not be related to the millions of Bytes of data flowing through the server at the same time.

Going by western governments' responses to other "threats to democracy" as great in scope as this, they will spend a few hundred billion each on promoting scare stories about it, and take away yet more of everyone's civil rights.
