Yep, probably the farmers who don't want their land to get overgrown.
But also the local governments or water authority.
Us Dutchies have to keep the ditches clean and clear 
If ditches get filled with reeds and leaves the water won't get away and they'll overflow and we'll sink to the bottom of the ocean.
In fact, if you have a ditch on your property it's your responsibility to keep it clean or you'll be fined (but most people don't have ditches in their garden).
Living below sea level and all.

Sadly today we changed our office setup so my old place, which was nice and directly in front of the window, is gone. Now im sitting in a dark corner being a true software dev. 
Sadly i currently have not enough space, but soon (8Weeks) will get my new table!
