Because that is the default and I have given up on "customisation" over the years. Fighting the system for some arbitrary settings that suit me better is more work than just getting used to the way the UI (or UX) works.
I have gone through so many versions of VS over the years, each with their own "customisable" features that I feel the effort to tweak this and tweak that is just too much hassle - especially when I do pair programming with various colleagues and their tweaks are different to my tweaks. With one exception, we have all decided to just stick with the defaults to make it easier when we move from desk to desk.
I used to tweak my home system but now I get annoyed it's not the same as my work system so I don't do that anymore.
Even though it is painful at first, once you get used to it you don't notice it and it doesn't hurt anymore.
However, don't get me started on Windows 10!

At school we had both: the backboard was black and chalk white, paper was white and the ink black or blue.
Then came the PC with a CRT (cathode ray tube) it could have saved energy by imitating the backboard but people worried that it wasn't working if it wasn't illuminated.
Next was the LCD with backlight and that could only save energy by turning down the backlight.
Finally we have the OLED which is like the CRT, it can save energy by having a mostly black background.
We are moving in circles.

That was my hope for OLED. It might still come true, but it hasn't yet: The real life power consumption of an OLED is still higher than for a comparable LCD screen with the same light output.
CRTs: The power savings achieved by reducing the intensity of the electron beam made up such a small fraction of the total energy consumption that it would require a very fine meter to read the difference between light and dark images by the power drawn from your wall outlet. CRTs also suffer from the same principal weaknesses as the LCD: You produce a fairly wide electron beams, but shield off a lot of the beams with a shadow mask, to prevent the off-beam-center electrons to hit phsophor of the "wrong" color.
Sure, LCDs are much worse, first removing half of the light produced by a static polarizing filter, and then letting at most a third of the light through a color filter. Even when all three colors open up at maximum, for a white background, 5/6 of the light produced won't come out of the screen ... and yet, OLED is not able to compete. At least not today. I don't understand why, but it certainly is not my field of expertice. (Those who are experts in the field most likely have lots of excuses for the state of being.)

I became used to the light theme because VisualStudio 6 had only that one.
With the crappy illumination in my office though dark mode wins.

Since long before computer screens (we are talking about the age of black-and-white TVs), thorough studies where made, not one study but a lot of them, on the readability of different color combinations. Pick up any good book on typography (as in print, not web design) from, say, the 60s or 70s, and they will state more or less as an established fact that two color combinations are excellent for readability: White on blue, and black on yellow.
The "bluescreen" is a blue screen by design, not by accident.
At least in Europe, the most common color combinations of traffic signs in Europe are black on yellow (generally for direction indicators, drawings of "maps" like roundabouts etc.) and white on blue (generally for information not directly realted to your driving, such as points of interest, camping sites etc.)
Other combinations are better for catching your attention. It is no surprise that danger and prohibition signs both have a red edge. Those are signs genereally without any text, so readability (in the text sense) is not essential.
One color combination that is not at the top of the list, but quite high, is known to those of us who are old enough to have worked with monchrome 24 by 80 character computer terminals, connected to the mainframe (or mini) by 9600 bps RS-232: Green on black. The terminal manufacturers did not choose to use the white phosphor that was widely used in black-and-white TV screens, but deliberately chose a green variant, due to its higher readability. "All" the terminal manufacturers did. I know of at least two major ones who tried to market white-on-black variants, but they were a failure in the marketplace ... until CGA appeared and offered white-on-blue. (I never worked with CGA myself, but when I in 1982 did a project on IBM mainframe computer color terminals (with resolution way above CGA), white-on-blue was the standard text mode. In the DOS days, that was also the standard combination on EGA and VGA in text mode.

Turbo C used white on blue with some minimal syntax coloring. Turbo Basic was yellow on black.
