I'd like to help you here but I sense that my "spam" lineage is not being officially recognized in the general sense of the word used here in CP .. meaning undesired electronic message. More feebly put, copied and pasted garbage from the OP's Question.

spam here is mostly considered to be linking to a paid product, or external sites with some kind of profit.
that's what the "spam" filters try to get blocked.
If we "spam" report messages containing no abuse words or links to commercial sites, we are "miss-teaching" the CP spam filters and making it more difficult for the staff to keep them running smooth.
The solution you posted could be reported as:
unclear
off-topic
not an answer
innacurate / misleading...
choose one, but please don't use spam
