In an ideal world, it'd be promptly vetoed as an awful idea with zero redeeming merit. If it has to get rammed through anyway, please make it open to crowd funded competitive bidding. At least that way we could suck money from useless political trolls of both stripes by setting up a bidding war between "Make America Great Again" and "Trump For Prison". But please, by all that's unholy lets not go there...
