Then why is there a Report option on the message itself if you'll also have to come here and report it?

So, you're basically questioning the existence of this forum. I suppose you'll have to ask Chris about that, but I think it's to report repeat offenders/extreme cases (like the one who just was kicked out), spammers, etc. that may otherwise slip through the system.

If asking programming questions in the General Indian Topics Forum repeatedly and telling off people who suggested it's not appropriate counts as contributing, then yes. I'm not going to go into the details, but if you've not been participating regularly in the GIT, then you may not have the full context here.

I'd probably agree with you if I didn't have the context (as said above), but I still do agree with you that Chris might reinstate the account if the OP asked him politely and was apologetic about their behaviour and past offences.
