One has to be a little careful with language. There are many reasons why other cultures have a different take on plagiarism. They are both cultural and educational. We have been inculcated into one view, others have not. I do not however disagree with zero tolerance of plagiarism.

Indeed, but ... when you say "I wrote this", "I made this", or "I invented this" and it's all somebody else's work, that's theft in my book. And when you have a history of writing, so you know how much work it is then just "copying and claiming" does not make you a good person, not at all - it makes you someone that I would not want to work with, no matter how technically proficient you were ...

That's why the FAQ's and the rules of the site are for. To gain that "universal" code of conduct.
Ignorance doesn't excuse noncompliance.
If you go to his country and then do something that is not allowed just because in your culture is accepted... you might get a problem.
Depending on what you do... you might get a big problem.
