That's an issue that exists outside of users reposting questions. We need a general solution to this so that someone who posts a question that's already posted can be pointed to the original question.

This is a good point and shouldn't rely on a user's name. Maybe what we do is show the number of black marks against a user. Or ban them altogether?

+1 for "this is a problem".
At an absolute minimum, the "protectors" need to be able to see the user so they can report spammers.
And I'd also echo Pete's reply to your post: I'm not not asking questions because I don't want to seem dumb; I'm not asking questions because I can typically find the answer myself.
I suspect all high-rep members have more experience and better Google-fu, and therefore are significantly less likely to need to ask a question.

If I ask for clarification and the poster replies with a comment I will know who it is.

In other cases it may not be clear whether a comment (added to a solution for example) is from OP or someone else.

I agree with most of the arguments given in the answers above.
Not only from the point of view of a protector with spam and so on, but as user as @FEs-Sitecore pointed out.

Yesterday I thought of asking a question (more like an RFC) but I refrained because I didn't want to bother people while I could simply search some more on the web - and then I found the answer I was looking for.
On my side, wording a question in such a way that it is understandable and will guide the answerers to what I need is a non trivial activity - I hate wasting people's time with poorly worded questions like many in the QA.
On the side of the other users, asking a question I'm directly asking for their time, while I could use mine and resort to direct request only if everything fails or my doubt is too deep.
It could be interesting to make the anonimity of the question a selectable feature, and only by high rep users.

Making the anonymity optional would be self-defeating, unfortunately. It either needs to be a "let's let the question stand on its own merits" or "let's identify everyone posting".

So how do I find out what other questions and such a poster has posted to see what sorts of problems he's had and also what he means by "Thanks to Richard I was able to go a little further in the process ... " ?

I have just seen the new design.
One of the interesting thing that I do before reporting a question is checking if author have just done a Repost or not.
reporting the question comes only after I ensured it is really a repost and not 2 student with same homework.

And how do we know when the OP has posted an Answer to his own question -- whether it's an actual solution or simply trying to add information?

Now, when I get an answer to a comment, I have to check the author's profile to know if he is the author of question or not.
Previous design was more practical.

Out of interest: why does it matter?
How many times have you asked a question, only to find the answer pretty much straight after you ask? Does the person asking the question keep quiet or do they do everyone else who has that question a favour and post the answer?

When someone post a solution that is obviously not a solution to the question.
If it is the author of question, I usually post a comment advising to use Improve question.
If it is not the author of question, it usually lead to a report as 'not a solution'.

This bit I don't understand.
Either an answer is a an answer or it's not. If it's a bad answer then downvote it and/or post a comment asking to improve the answer. If it's spam or abuse then mark it as that. If it's just not an answer then mark it as not an answer.
I don't get how the author of the answer affects any of this.

New members often do the mistake of using a solution because they don't know how to update the question.
So explaining the 'Improve question' only makes sense if I know it is the author of question.

Sorry - not enough caffeine. I read "improve question" as "improve answer".
OK, so what if we marked an answer by the questioner as "self answered"? This still achieves my goal of having the focus on the question not the person.

After it being this way for about a month, I have concluded that I do not like this. The reason is I have posted a few long replies to questions and received no acknowledgement what so ever that the questioner even saw it. For this reason, I would tend to refrain from answering any more of that users questions. When one does not know who posted the question this is not possible.

OTOH, maintaining a list of users to whom you do not want to answer anymore can become quite annoying

I am reading through an article and some of the longer code segments are screen shots so I clicked the Browse Code link on the left and the Downloads page loaded. I browsed to the file I wanted and it had line numbers in the code block. It would be nice to have a Copy Code link that would copy just the code to the clipboard without the line numbers. Or perhaps the author pasted in the line numbers? Not sure. But a copy code button would still be nice.

I just checked, line numbers are included by default when you use the "Browse code" functionality.
Thus, these line numbers have not been included by author, they are here no matter the file type.
