Reportage suggests that he actually wanted to die in prison which is why they kept him at Ashcroft.

I'd probably agree, but I guess if he wants to die then it implies he is suffering by continuing to live and maybe that's a better punishment.
From the perspective of the families, I imagine that they prefer the idea of him suffering given that they are suffering too. From a tax payer perspective however...
