I'm going through this as well. I just updated to a reimaged Win10 using apps that run on an existing D: drive from Vista. I think it means that Win10 does not yet have the C runtime libraries installed on the system disk.
I'll know better in a day or two...
I'm retired. There's a nap for that...

To use a car on the road in the UK, you must have:
0) A valid licence to drive.
1) A valid MOT (if your vehicle is over three years old). This is renewed annually and is issued after fairly through safety testing.
2) Insurance. 3rd party minimum, but it's hard to find less than Fully Comprehensive these days.
3) Road Tax: this is only issued when you are insured and MOTed.
The last one is interesting (honest) - it's on a specific vehicle, but also a specific owner: if you sell the car, it doesn't transfer to the new owner, and you get a refund of unused complete months (less a handling charge judging by the amount I got back). The new owner must tax the vehicle (for the beginning of the current month) before he can use it on the road. (So the thieves at the DVLA get paid twice for the same month each time a vehicle is sold.)
When you buy a car, you are given a small portion the the existing "log book" - the V5C/3 in DVLA speak - which contains a document reference number that you need to tax it. That's simple: phone them and an automated system wants the 12 digit reference number. Except the V5C/3 I got only has an 11 digit number and the phone system won't take it. OK. Try the internet. No dice, it wants 12 digits as well.
So I assume it's an older style document, and they haven't figured it out yet. Trip to teh post office, barcode scanner, pay the money, done.
Only ... the new V5C with my details on it arrived to today. And you wanna guess how many digits it's reference number has? Yep, 11 ...
Bear in mind that both systems are run by the same department, for the same big building in Swansea, not far from here. That both are completely automated: people don't get involved in the tax or V5C issuing side. And the systems designed by this department to work with the documents issued by this department don't work together because some idiot in the software department can't count ...

This convoluted procedure will not work here in the USA (specifically Florida). Dealers are totally geared to expedite the separation of you from your money. You will hear them howl if the government impedes the selling of cars in any way!

0) What does MOT stand for?
1) Can you avoid the gov't getting paid twice if you sell the car on the last day of the month, and the new owner doesn't drive it until the next day?

0) Ministry Of Transport - the "ministry" became a "department" years ago, but the test name has stuck even with the government.
1) In theory yes - but you know what governments are like: if you don't declare SORN (Statutory Off Road Notice) when you buy it they'll probably hit you for the month anyway.

Actually they are reasonably happy with the concept of selling on the last day of the month and the new owner taxing on the next day, and offer advice over the phone to that extent. True they do point out the technical need for a SORN but if you inform them of the sale, which you can do over the internet, during the last hour of play (as defined by their technical opening hours) on the last day of the month, and tax it within the first hour of play on the first day of the next month it is effectively taxed because their system has not yet got around to deciding that it's untaxed.
Government inefficiencies can be put to ones advantage but they are admittedly very few and very far between. In the main government systems are just a complete pain.

Try a leading 0.
I had a bank teller (the human type) get confused when the system she uses daily refused a bank account number of mine because it was apparently expecting one more digit. The leading 0 is the first thing that came to my mind--and sure enough, it worked.

When my younger brother was at Junior Ranger Camp in Moosenee, Ontario, Canada (find Hudson Bay on the map, Moosenee is at the South end of the Bay), the taxi drivers were 12 years old.
Technically, you are SUPPOSED to be 16 to even get a learners permit let alone a driver's license, but, since there are no roads leaving town - access into the town is by water or rail only - the police figured, if there's a problem, its hard to get away.

Intrigued, I just checked my 'log book': the part the new keeper is supposed to have is the V5C/2 (V5C/3 is for traders), and although the main portion of the log book has an 11-digit ref number, the V5C/2 has an extra leading 7 (in my case). You could try adding that? The V5C/3 has the original 11 digits.
