The file in the Zip is an MP4 screencap.
For those unwillig to download it, here are the steps to reproduce:
1. Open Articles menu by hovering your mouse pointer ove "articles"
2. Try to click on "Submit an article or tip".
3. In any case, the "chapters and sections" sub menu expands rapidly and removes any other content in the menu (or blends over or whatever).
