Probably will be, a "department" like that becomes a handy dumping ground for anyone that doesn't fit or work well anywhere else.
What is the department's goals? What is it's driver - either one discipline becomes dominant or more likely none and remains rudderless, it's not going to suit anyone, no way to measure performance (excuse for lower bonuses), daily fights over what matters.
Dumping ground, exit waiting room, only real achievement will be staff reduction by attrition.
