DOS timestamp vs Explorer timestamp

Dates are evil

Some of my users have shown me folders in Explorer have one time. The same folder in DOS CMD window are off by 1 hour.

Files have at least three dates, Created, Modified and Last Accessed;

Which one is Explorer showing, by default date Modified, which one is Dir showing probably Creation?
