With C++11 we got variadic templates to allow defining a single template that can take an arbitrary number of parameters. Congrats on finally getting 'params' (modern!)

C introduced varargs, C++ inherited them.
Here they are talking about template arguments, not function arguments. Java/C# and most "modern" languages have no equivalent to templates. Generic classes in those two languages are a pale, inferior and inefficient imitation.

Sounds like something that was probably originally intended for Windows Phone 10. Being able to use your fondleslab as the touchpad would mean you'd only need a keyboard+monitor dock.
