So I plan a business trip in the US, and I will be taking measurement devices and other such equipment in my suitcase. I suppose there exist special procedures where everything has to be declared and authorized - I expect 10,000 forms to be filled out and signed by the POTUS and FLOTUS in person.
Any idea where I can find information about that ? Google did not help.

My first guess would be DHS, but I would check with the airline you're planning to use, and they can probably point you in the right direction.

If you are leaving after inauguration, you may need it signed by POTUS and IFHOTUS.

You could send the equipment ahead through Fedex.

Don't forget to get your equipment documented by your home country before you leave. Otherwise, you may find that you have to pay duty for importing said equipment when you return. Probably your travel agent can help you with that, or at least tell you where to get said documents.

A previous Boss of mine was coming back from a trip to see a customer of ours, had a set of batteries with him in a separate case all the data sheets for them, a letter from the customer saying they were for test only. Had to ship by sea! FLOTUS (?)

Shipping batteries by air is a general no-no: they tend to contain hazardous materials.
Lithium batteries cannot be shipped by passenger plane - they must bear a "Cargo Aircraft Only" label and adhere to fairly strict packaging rules.
Lead/acid are even worse!

But I was going to add: even if normal batteries best to pull them out and have ready for inspection, all batteries show up on the x-ray as questionable, and particularly for the larger ones they will often want to sight them as real batteries.

I have a set of L18650 Li-Ion batteries for a pair of tactical flashlights my wife and I took with us to Australia.
Border control at neither end said a word to me about them.
I assume this was because we didn't declare anything and skipped customs (as much as one can,) but I still would have expected the security screening (bag X-rays) to have flagged them if they were an issue.
Maybe they were too small (3600mAh) to care about?

Get a Carnet ATA – Wikipedia[^] (English: ATA Carnet - Wikipedia[^]).
Maybe there is a department or someone in your company that can help. If not, the issuing authority (IHK in Germany) can be also asked, or have a look at their web pages (for me it would be Carnet ATA - IHK Schleswig-Holstein[^] ).
The documents must be postmarked by the US customs upon entry and departure. The advantage is that you don't have to pay custom duties or VAT and handling is quite simple (the IHK here tells it "a passport for goods").

I would suggest putting the measurement devices in a different case (for example a pelican case).
Usually you will not have any problem as long as you have proper ID and reason to travel with such equipment (letter from employer and where you are going with this).
I'd rather be phishing!

I flew with a lot of electronics stuff often to the US, I just filled in the electronic travel visa thingy (ETSA or something like that) on line and sailed through with no problems. (That was carry on). All kinds of stuff is carried by airlines, I doubt much will worry them. (I have traveled with a 12 ft windsurfer, and once with the back axle of a Peugeot 405.  Its amazing what you can get in a plane)
