Easiest way is to go to their profile page: below the username is a "@" code.
Using that in a message (like this @petepjksolutionscom for example) sends them a notice that they are mentioned in a discussion.

Considerable amounts of rubbish get posted in the lounge on a daily basis, which don't get questioned. CCC, movie quote and what not. However, it's fine those get posted since a lot of people take part in it.
But this post is rather a perfectly acceptable lounge topic and is centered around the quality of articles on this site. Far more important than a lot of other crap that get posted here on a regular basis.

I don't like it either, but since there are a number of people taking part in it, I don't mind. It's not against the guidelines either, so I could just ignore those posts and move on.
But I find it ridiculous that someone would think this topic you've started isn't suitable for the lounge.

i.e. an adequate description of what should go on in the lounge is "jawing", ergo the subject fits in perfectly.
Quizzes are of interest to many developers, as is joking around, as is bacon, as is gossip about the site, as is a moderate level of axe-grinding (preferably on non-political matters, of course, because such discussions rarely remain moderate).
Not everything suits everyone's tastes, but anyone who gets aeriated if absolutely everything is not to their tastes should be given nitro-glycerine, in one form or another*.
* I meant in pill or injection form for their blood pressure, John! Put that down!

True, but there is a specific forum for Article Writing. Often people post a link here in the Lounge to somewhere else on the site because someone disagreed with them and they want validation. That is what this one smelt like also.

Even though there is a forum already for that topic, I do agree you could discuss it in the Lounge. However, please do note, not you, nor the OP, nor anyone else actually discussed article quality here, really proving my point that this was more so about getting validation because someone disagreed. It really had nothing to do with having a technical discussion at all.

The motive of the poster being left aside (which you really can't prove without a doubt), this brings a poor quality article to the attention of the regulars, and that's important and valuable.
Far more valuable than a lot of other nonsense that goes on here.

There's always another forum to post anything. But I'm concerned because you said the author shouldn't post it in the lounge. Those are two different things.
The recommended rules are here: Posting rules for The Lounge[^]. Do you find that the post has violated one or more rules mentioned there? If the answer is no, then it's a perfectly acceptable topic for the lounge.
