I had a similar issue for about 2 or 3 weeks - it drove me crazy. It affected my browser windows as well as my file manipulation(open, save, copy, cut, paste, etc.) Anyhow, it just went away one day. Don't know if it was a windows update somewhere or what, but I could not fix it on my own.

I had one that suddenly decided to rotate itself by 90 degrees, so if I moved it up it went right, etc.
It's still in a box, somewhere. I'm hoping to sell it for a fortune -- after all, people pay crazy money for defective postage stamps, don't they?

It depends on the laptop and which way the battery is. You have to tip it so the terminal are at the bottom, so all the power can drain out!

What I was suggesting, that maybe the cell should be removed to test to be sure that it is the brick...
The other solution may be the store next (10 min driving) to my home...It cost about $35 with a variety of connectors for (almost) every laptop with the right voltage...So if you just post me the correct voltage (a picture of the cell is probably the better) I can be back in half an hour with a new brick

I tested the brick with a multimeter, and even with no load the voltage would drop by up to three volts. And now it shows a total of three volts when tested with said multimeter.

There are a few websites that I go to that don't seem to work for folks outside North America, and HotSpot Shield has worked well in defeating this; however, HotSpot seems to be turning to the Dark Side and demanding a subscription.
I figure the community here woukd know the best free alternative, so I am interested in hearing about them.

I don't know about browser extensions, but I think you could configure tor to choose an exit node located in a specific country.
If I were in your position, I'd pay for a subscription for this HotSpot thing because you've been using it for a while and it's clearly been working. If the price was unreasonably high, I'd understand. Otherwise it's the easiest thing to do.
If you choose another app or extension, there's no guarantee that they won't move into a subscription sometime in the future. Everyone has to make a living, right?
