I'm assuming you're using Selenium Web Driver library. I've never used it so I can't tell you what's wrong.

This does not make any sense at all. However, it may be that you are asking how to license a web application. There are many ways, I suggest googling for options and going with the option you like the best.

And how are you going to capture the location from the user? Are you expecting them to enter it? This is easy for the user to fake. Do you expect to pick it up from GPS? What if the user doesn't have GPS available.

Reading your questions here, it's pretty apparent that you don't know what you're trying to design. Take a step back and sort out your requirements first. Then, when you know what you're trying to accomplish, you should have a better idea about what you're meant to be doing.

Hello,
I am using this command to read hard disk serial numbers.
wmic diskdrive get serialnumber
It gives the proper serial numbers for internal hard disks.
Where as if I run the command by connecting the external hard disks or test in PC having RAID type hard disk, it gives wrong serial numbers.
I have tried this and this, but these also gave same serial number as wmic.
How to read the proper serial numbers of External Hard disk and RAID type hard disk using command or programming ?

As far as a know, you can't - partly because they don't necessarily have one.
External HDD's may or may not have them, but they could be implemented via a share onto a larger hard disk.
And RAID disks? Which one of the four 4TB disks in my NAS RAID 5 box do you expect to get? RAID is about using multiple disks, as "mirrors", or as striped data, or as a "dummy" large disk made of two or more smaller ones (JBOD). In none of these cases is the serial number relevant, because in theory (with the exception of JBOD) any one of the physical disks can be replaced without loss of data - so the physical disk identification is irrelevant. And in the JBOD case, any single disk replacement invalidates the data on all the others! In all cases, the "RAIDiness" of the drive is transparent to the computer accessing it!
I suspect that despite your "carpet bombing" of the internet with this question you aren't going to get any other answer than "you can't".

I have tested software named speccy which gives proper external hard disk serial numbers. What do you say about it ?

I'd say that it is probably not open source, nor written in C#.
Even if you get the serial numbers, you'd need to write a device driver to enforce it.
