Unfortunately we've had too many people abusing the system: if you let them off with a warning, they try harder to hide it next time (or in some cases wait a week and post the same thing again)
Some people seem to think that an article is a "resume booster" and it doesn't matter what it is, or who wrote it - it's published to help them get a job they can't do...

New user posting his first message in the C++ forum suggesting to download a MFC DLL from a non-Microsoft site supplying a link:

While he might think that his post is helpful (which it isn't), posting such links should not be allowed here because the offered files may be manipulated and the DLLs are available from Microsoft with Visual Studio and as redistributables.
I have reported the message therefore as abusive without reporting the user. But it may be also treated as spam (site driving).
Would be good to get some suggestions on how to handle such posts.

AFAIK reporting a message on a regular message board also counts as a report for the member account.

I don't know why he posted such a reply. I mentioned "new user" and "first message" just for information to let other's know that they don't need to lookup his account.
