It smells of site-driving or worse -- possibly license infringement -- but in case he's honestly trying to provide Chinese translations of articles here, I think someone should take a look and direct him in the right direction (if there is one).

I'd say it's misbehaviour of some sort. In the first one I looked at Easy! Reports[^], his link is exactly the same as the 4 1/2 year old one two below in the comments.
