From the article it's clear they're talking about handheld not-smartphone devices. For the segment of the market that's maintaining a deathgrip on PDAs instead of writing apps to deploy on employee's phones from an enterprise app store I could see a dinosaur like WinCE6 remaining overwhelmingly dominant. The bit that surprises me is that a lot of the customers still want custom hardware instead of just going the app route on commodity hardware if they're embracing android.
