As in most things, the best answer is: It depends.
If I only need it for dumb/simple/non-critical/... missions, I don't care. Anything can handle those and usually the cheapest, the better.
I just tend to make sure that I can automate the provisioning and deployments so that they are easy to recreate somewhere else if needed.
On the other hand, if there are any specific needs that require more horsepower, then some new requirements need to be addressed.
Bottom line, automation for me is much more important than the upfront capabilities of the cloud service provider. If you have your provisioning process properly automated, moving to another provider is fairly easy.
