That is the beauty of XAML, fast, isn't it? 
There is a Windows.old folder, comprising of more than 30GB in size, use the Disk cleanup, it will help you clean up the disk and make your system a little faster. I won't say it would be great and back in the same place, but it may make it better.

I suspect that it is not diagnostic tools but a little patience that you require. Periodically the system needs to do a full start-up to keep the quick start-up properly calibrated. Attempt to do something before this is fully complete and you have a potential lock up as you've experienced. Personally I've never understood this desperate need to get boot time world records but apparently everybody else just can't switch a computer on and take in the beauty of the sky for a minute before plunging into action. Consider this at least a degree of reaping what you sow!

Me and my colleagues get that sometimes too. I guess opening up that start window must read a lot of data and render a lot of objects due to the new tile portion.

Well, since I can't get Sonar to even open a simple MIDI file, Win10 is being removed. Again. Damn Watchdog error, even after a clean install of everything. No errors in the Event logs. No nuffin'.
Works fine in 7. Even works fine in 8.1, but not 10.
But I'll try again in a couple months because I do like the rest of 10. Mostly.
