Stretch your browser horizontally, then wait for the spinning stupidity to end. To the far right you should be able to see the text "Troll or Abusive", and the mouse cursor should change to teh hand when you get over it. Then you can report the idiot!

I tried manually building the URL to report the user
www.codeproject.com/script/Content/Report.aspx?obtid=1&obid=11401803&obstid=0&ovid=0&rid=20[^]
I did it taking the report link from one user and substituting the obid (the id of the member) with te one of this spammer.
With a little difficulty I saw that now the link "Report as... spammer" is viewed as "visited" by my browser, so it should work.

Report for what reason? Because they messed with CSS? That's a feature of CP.
Currently it shows no messages so perhaps there were SPAM messages?
