Where is this moderation queue?
I'm supposedly having the permissions to moderate, but I've never seen it.

The permissions are updated. The Privileges tab on your profile says now that only Protectors and Admins can use it.
The quick red ProgramFOX jumps right over the Lazy<Dog>.

I didn't know it had been "upgraded" to Protectors only - but it makes sense as it's a "head shot" for the message.
What happens is that the span filter isn't sure, so it asks for confirmation before the message, or question, or answer is published. And that's a single operation. Click "it's fine" and it's straight through, "no way José" and it's straight in the bin.
The user however lives to span another day - which also makes sense in the early days of the filter. You want to get some solid performance data in before you let The Machine kill accounts automatically.

Neither did I, I checked it not long ago and then I was supposed to have the permissions, but I never could find it. Now I know why.

No. It's spam - advertising your site without actually asking or paying for the privilege - and that means the messages will go (I deleted them) and he is a spammer, and should get kicked via the Red Flag on his profile page.
