Since Satya Nadella took the reins from Steve Ballmer at Microsoft last February, the company has made a lot of changes. I'm guessing it's not, "What are the new features in the latest version of Access?"
Or, "Really, what's up with Silverlight?"

At the end of the day what important to Microsoft is what important to the share holders - income!
Microsoft will dump Windows only if can create a replacement - so Windows will not go away that fast (it probably will transform)...

A new browser not named 'IE' would give Microsoft ways to leave legacy support behind. It means you'll have to start a different app to download Chrome

The new browser will use Trident and Chakra so do not expect too much differences...
It seems Microsoft want to buy time to develop a new browser, but no to delay Win10...

Upgrading operating systems is always an exciting event, it almost feels like the device you’re upgrading gets a breath of fresh air. The good news is that anyone running Windows 7 or Windows 8/8.1 will be able to upgrade to Windows 10. Pity the poor Vista user (singular)

I can't see how that's news? In all Windows upgrades you had to run a clean install, and even Microsoft promised an upgrade path you did better not to walk on...

What's news is that:
0) This is the first time that MS has ever offered a direct upgrade from version N-2 (7) to N (10). This is instead of having to buy N-1 (8) and upgrade to it as an intermediate step.
1) It's the first time that MS has offered a free upgrade to a new major version to consumers. 8.1 was a service pack with delusions of grandeur and Enterprise customers on site licenses that charge an annual fee per PC regardless of the OS version don't count.
As for upgrading between major OS versions; I moved from Vista 64 to Win7 64 years ago without trouble. I'm in the process of building a new desktop for home use; and plan to do a 7 to 8.1 upgrade of my OS drive afterward rather than spend a week reinstalling/reconfiguring software afterwards. If anything goes wrong in doing so, the Lounge will get an obligatory "Why MS Sucks Today" post. Unless you see one of those sometime later this month; assume my upgrade went smoothly again.

to sum it up:
1. no internet access (msdn, cp and especially other dev sites)
2. no email
3. no repo (he mentioned git, but I believe others are also forbidden).
4. no admin rights - good luck debugging your iis app 
Beside that he didn't explain how to transfer your working code between dev machine and the other one with repository (don't you know usb is highly unsafe?), what else remains?
Paper notebook and pencil? And not very sharp one as it is too dangerous? 
The sad part is if someone take this guy seriously it may cause more trouble than it is worth...

There are differing opinions on Microsoft’s new ‘mobile-first, cloud-first’ strategy. Satya Nadella’s vision for the software giant has resulted in the unshackling of Office from all things Windows and into the competition's warm embrace for example. This of course is in sharp contrast of Apple and Google’s attitude towards each other and towards Microsoft. "We got a kinder, gentler, machine gun hand"
