About the member I will wait for answer to your question, but the Tip... it is to be reported at least due to lack of formatting

It looks a lot as it would just have been copy+pasted from soemwhere of internet.

It's just a copy of the blog with images still hosted there. So it would be a blog if he is the author.

Everyone has the right to have his/her opinion but when I noticed a member of this community that his entire activity sums up with rating "1" to any article or tip, I think that should be considered inappropriate.

As you say, everyone is entitled to an opinion. Equally, everyone's a critic! Laugh | :laugh:

I didn't look at them all, but I don't think we can kick him off for it. If the votes are spurious, then the automated systems will discard them anyway, and it may be that he just doesn't upvote.

My feeling is: it's not abuse - it's unpleasant, but it's allowed by the rules. I'd suggest a Chris ruling on this before a kicking is applied.

I don't think he is abusive in general...He may had some harsh words and we should report them, but he also gave a few serious comments...
So - report the comments (and possibly tell the members how to behave) but do not report member at this point...We always can keep an eye on him...

You don't know if he is rating anything low. All you can see are comments when voting 1 or 2. He might have also voted high without writing comments. Many of his other comments are OK and in most comments on low voting he explains his decision. I would not report him or his comments. If you don't like his voting, just vote on the comments.

Let's agree that there are circumstantial evidence that he is abusing the system by entirely downvoting articles, and when he does, it is always "1" which speaks for himself.

Why?
The range is 1 to 5 - and only 3 and below need a comment. I suspect most people use it as a binary scale: "1" or "5" - certainly most of my articles and tips attract a heck of a lot more of those any anything in the middle.
How often do you rate an article "2"? I don't think I ever have.
Personally, I generally only vote up (partly because my rep means downvotes are serious in terms of overall score and damage to reputation). But if I was to downvote, it would likely be "1" because I'm unlikely to vote "3" or "average", and not sure what would lead me to "2" or "slightly worse than average but not exactly complete rubbish".

Just copy+paste of some code without any explanation gets a "extremely poor quality" or "unclear / incomplete" report and a 1 vote from me.

I mean, if it is something that seems rep hunting. I do then vote negative to remark that this is not going to bring them far.

On the other hand... For legitimate and/or "normal" users / posts, then I usually vote only positive.

I do not agree:

- You don't know if he is only downvoting
- There are also other comments (not related to voting)
- There are also comments when voting "2"
- The comments mainly explain why he is voting low

That is not abuse.

Others reading your post might see "entirely downvoting" and "always 1" which is definitely not correct and may report.

There were two previous reports (here[^] and here[^]) and the links on the point "resources" of the article lead to shop websites (ok, there are manuals too, but still online-shops). So I just reported it as third repost.

I really don't think that guy is associated with them, I think he just really likes their stuff.

If I get him to remove out all the links and encourage him just one last time to be less feature heavy and more teaching-heavy, would that be all right?

As I said, it got my eyecatch because of the 3rd repost (I had read the name of the article in previous reports and it is very particular).

I have nothing against him, and he is not the typical case where it is clear from miles away that they are just that: spammers
