Not even slightly.
Every article is moderated, and one of the things we look for is plagiarism - but sometimes we all miss it. We are, after all only "normal" developers and we do miss things.

But when someone spots it and lets us know (just like you did) we don't let it stand for long. The article is gone, the author account is closed. And good riddance to him!
