I've got an application in with Canada at the moment. They have some unemployment issues, but tech is okay.
It's not as easy as you might think; there are points to be earned in age, language skills, length of education, close relatives living in Canada and you need a minimum amount of cash in the bank, but it's 'front door' unlike the US and there is no strict age limit unlike Australia and NZ.
Personally I like Canada, I go on holidays whenever I can to letch, drink and attend music performances.

Right now a couple of years I am taking advantage of French Riviera hospitality and I cannot complain.
From your checklist it does not comply in one point only - Oil $ Gas, but then again what are the motives to keep that one?
The regions is nice, I've been lucky to find English speaking job and that little amount of French you need for daily task I was able to learn. The problem with this region? Not that many job opportunities; full of tourists every summer and most of all French bureaucracy :P
However, trade-off is in a form of climate and nature that outbalance these things a lot...
With little bit of balancing and sacrificing other options could be also considered (except those already mentioned in the discussion):
- Italian peninsula (though not sure how important English language is for you  )
- Barcelona
- Malta
- Hong-Kong
- and as we all saw last winter, Sochi could be mentioned here too

Life in the Canadian Maritimes is decent enough. We have a few skiing options within reasonable driving distance (though they're not big hills) - and better options if you don't mind driving a bit further and/or depending where in the Maritimes you are looking.
Summer's are warm, but typically not hot.
Oil & Gas in the region, good schools (at least in our area), mild cultural madness (all part of living in the maritimes), child friendly, etc. Cost of living is decent - salaries are typically not as high as major centers, but $300-400k will also buy you a really decent house so it all balances out.
And in the case of a zombie apocalypse, Nova Scotia was one of the safe-zones mentioned at the end of World War Z

So if I was to sell my house in the UK and use that to buy a house in the Canadian Maritimes, you are telling me I would get an awesome house for $1.2M CAD. (Based on current uk house prices in my area and current exchange rate).....(heads to google.....)........  they are awesome!

Exactly! 1.2M will get you a 5-10,000 sqft home on the water, with a guest house big enough for me There are cheaper and more expensive places in the Maritimes too, but even the most expensive is going to be many times cheaper than any city-house in the UK. For even better deals check out the southern US (though you'll be hard pressed to find local skiing, unless you're ok with water skiing).

I would love to live in New Zeland if I had the chance. Beautiful landscape, montains, snow and beaches in the same area, great living conditions...
I think it has it all. If I was offered a job there, I would accept in a heartbeat if it pays at least what I earn in Brazil (which is not that hard).

Well I have kind of an outside the box suggestion. Cleveland, Ohio.....
Here is why:
1) Summers here are beautiful - not too much humidity, average highs in the 70s to mid 80s
2) Snows in the winter - yes it does quite a bit. Skiing is available around the east side as well as the resorts of western New York which are about 1 hour away from the east side of Cleveland
3) Oil and gas industry is booming here now because of the fracking - this is quite prevalent east and southeast of here in the Marcellus shale
4) Education is typical US education. If you desire better than that, there are a lot of really high quality private schools around here too.
A big bonus is Lake Erie, despite the algae problems in the western basin around Toledo. Lots of great fishing out there. Another is that housing around here is pretty cheap too.
Me, I grew up here, but can't STAND the winters. I am moving to Florida within the next couple of years. Truthfully, if I didn't have to deal with the cold and snow, I wouldn't move away.

Nice weather--warm but dry summers, moderate winters with world-class skiing just up the hill.
Not sure what you mean by oil & gas. There's certainly a lot here, and even some field work, I suppose, but mostly I think it's offices here. The field work is more in the northern plains, I think.
There are cultural extremes nearby, but not in Denver itself. Colorado Springs is very conservative (US Air Force Academy, HQ of Focus on the Family and other Christian groups), while the People's Republic of Boulder is just a half-hour away for liberal types. Makes for a interesting political landscape for those who choose to observe.
I think the education system is ok, but I don't have a first-hand view there.
Oh yeah, since you said 'on tap' in your first sentence, Colorado is loaded with microbreweries too. My even elected our favorite brewpub owner mayor of Denver, then governor of the whole state.

Why not sunny Mexico?
The Oil and Gas industry is about to be opened to third parties (it was fully controlled by the state before), so you may have some work opportunities here, we have a nice weather all year round, but sadly, there is no much snow in here (i think they sometimes have it in the north of the country on winter), the education system is good on private schools up to High School, then it's better on public schools.

Life in Australia is pretty good but the skiing is sh*t. NZ and Japan are close by though.

Did you know M$ One Drive is running by default and it is installed without even asking you about anything and you cannot disable or uninstall it unless you dig deep into the registry??
I think M$ is reaching a critical point of harassment, no wonder people are switching to Apple.

Windows is running by default too! A very nasty virus according to some!
In other news I did NOT use a Microsoft account to setup my PC, just local account, no password, boot to desktop directly too!
Sadly I can't get OneDrive to work (it requires to log in with MS account) and I have to use the Web interface, how annoying!
