Yeah, mine has a feature called "Touch Guard" but it doesn't work well so I see the same stuff.

I took to actually keeping the Dell TouchPad utility in my tray (the little TSR thingies near the time/date) and turn it on/off as needed. Even when the touchpad is off the the pointstick (eraser thingy in the middle of the keyboard) still works to allow me to turn the touchpad back on without connecting a mouse.
