The vast majority of web users would not be willing to pay to browse the internet without advertisements. Can I pay with a money order?

I wouldn't. There will never be zero ads, so paying would be a waste of money.
Additionally, is that per user? Will I need to pay separately for me, my wife, and my kid?
Is it per workstation/device? Will I need to pay separately for my home desktop, work laptop, and smartphone?
What happens when I reinstall an operating system?

'Struth: totally unworkable in reality. You hit a lot of great points on the consumer side - then it gets even more ugly when you think about how to divvie up the take on the other side.
I think it's more a measure of how much this would cost all of us without advertisers. I've even given up on Adblock. Let the adverts flow: I can ignore them.

Why would I pay for something I already have? Even without ad-blocker? Something that works across all applications? On both Windows and Linux?

Over the last year or two I've been moving away from domain based rules in my adblocker because I've increasingly ran into problems where they're hosted on the same CDN as legit content; with the result that I either have to spend 5 or 10 minutes troubleshooting the problem or temporarily turn my blocker off. Editing a HOST file every time there's a problem would be a giant leap backward.

They'll advertise one way or the other.
Internet companies run on advertising for other companies, what do you think Google earns most of the profit? Where does Facebook get money? They get most of the money from showing ads, well they're not pop-ups but ads are ads.
So even when you pay, they'll still show you ads, but no wonder they'll be popup or integrated to your website etc.

"AdBlock" - do you know how they make their money by blocking ads?
Well, actually quite easy: companies are forced to pay them big money in order to get their ads not-blocked...
And again you see the ads, just made sure that some money was sent to AdBlock, and hence you must see more ads to compensate for that money paid for not blocking the ads. Great!
