I still see it as plagiarised. Copying some one's materiel and tagging it as Taken from..... can't be considered as our own work.
I reported that but left user for now as this is for the first time.

Yes. Otherwise I could just copy every article here, put "I copied this from..." and have the highest article count on the site!
Just saying where you got it from does not make it yours and give you a right to copy it, any more than stamping "I copied this from Adobe" on a job lot of blank DVD's would make it legal for me to sell pirate copies of Photoshop! I'm pretty sure Adobe's lawyers would want to get involved rather quickly if I tried...

You are right in your explanation of the fact that the "article" is not legitimate.
But, for the note, please understand that plagiarism and copyright or "intellectual property" violation are unrelated. If you consider them separately, it will make it clear.
Plagiarism is a sort of lie, when someone claims the false authorship of some material and conceal the real author. This is of course the crime against both the original author and the readers. After OP admits the truth, it seizes to be plagiarism, but it does not make the publication legitimate, by different reasons.
The cheater should be kicked off our site, that's for sure.

We don't have to argue is it is plagiarism or not.
There is no any creative work which is expected to be in the article. The article has no value, and OP had the opportunity to realize that in first place. And the first attempt was the plagiarism. If cheating is confessed, it remains cheating. People comment above explained more than enough why it is bad.
Even if formally it is not plagiarism anymore, after the added comment on the source of data, it does not make the work worth publishing.
The fake "author" should be kicked off.
