that can´t be true, i mean i consider myself not poor, current job give about 3,200 a month which i think for a junior is quiet good and i pay 500 for rent a month, that would mean i have housing poverty...

I'd say it's not a definition for mindless drones, but for people.

I maintain that it is useless. Without saying what "reasonable" is, you haven't really defined anything. What "reasonable" is, is at least as big a question as what "poverty" is. Different people would give different answers. You can never take that definition and win (or even lose) an argument - both sides would claim to be right, and the other to be wrong. It's a definition that allows you to arbitrarily get true or false for a predicate, depending on your mood and the phase of the moon. This definition allows you generate arbitrarily apocalyptic sensational news items, simply by choosing your "reasonable" parameter.
