I'd agree - it's not a development problem: it's a user problem, or more correctly an admin problem.
As such, we don't have a forum for it - have you tried the Cicso forums? I haven't been there for a long time but they were always quite helpful in the past, and the people there are more likely to know the answer to a specific request like that.
