have you tried the nokia diagnostics? type into your phone like you were dialling a number ##634# and this will load a diagnostic's app.
In there, there is a hardware buttons test.

I think that is a WP7 feature. On my Lumia 920, that code does open a view, but all I can see is "Color Variant" and "Lifetime Counter".

Yeah, me too. The info I found pointed to using "WinPhone Info Free" for diagnostic. I tried it out and it does have good information, but I don't see any volume controls.

Have you tried 'Factory Reset' the phone. It will eliminate possible software issues, and after doing that if the problem exists then it's a hardware issue. And you need a replacement.

If it's anything like the itoy, it might be taking pictures instead of adjusting the volume.
Look through the settings of camera and music/video apps, to see if they've taking over the use of the button.
