Those aren't spam - but they are abuse.
Spam is advertising that isn't paid for - unsolicited and intended only to drive traffic to a site, or get sales. Those comments aren't that. But ye, they are abuse - they are just rubbish, and there are enough of them to serious warrant an abuse vote. Unfortunately, I can't give one - because the account is dead! 
In future though, try to link to a page rather than take a snapshot and post a link to that - it's easier to read, and we can check it / follow it up a lot more efficiently.

Well,i was not sure whether that page will be available for viewing or not if he deletes accounts by seeing this message,so my intention was to make that thing alive through snapshots.
But,its good that,though that account is not active,link to those comments is still alive.

Not via the account page, but it can be accessed from a link. But if the account is gone, it doesn't matter that you have a screenshot to show why - we can't follow the links to "tidy up" the messages from an image because they do not include the URL anyway!

I think the hamsters should have a look, just in case of old rep-bugs coming back or something like that. But I don't think the user is to be reported.
On the other side... if the 60k were in Author... ok. But such a jump in organiser... is more difficult
