Got this before too. But then it went away. Seems to be back now.
In the Upload Files page, you can browse to a file and then clicking on the Upload Files button resets the file selection and no upload happens. Tested 3 times. Each time problem confirmed.

I don't think person can vote his own article. Even he can vote multiple time and Reputation increase by that.
Is it issue ?

You can vote for your own article, but multiple votes don't increase your reputation unless you give yourself a low vote to start with and increase it.

I have noticed that when I upload source code with a build solution in VS, that I get two links; one with the build exe file, and one without, whitch is fine by me. But when I look at the downloads, I notice that people often download both the noexe file and the file with the exe file (im not 100% sure, but when downloads often happen with the same time stamp I assume thats the case). Meaning an article with a build solution would get roughly twice the amount of download points, compared to one without.
Perhaps the links should have some tooltip with an explanation of what noexe means, though It seems unnessecary to me. Another solution would of cource be that I didn't build the solution before I submit the article source code, but I wasnt aware of the splitting of the files.

When you upload files there's a text box in the file chooser to the right of the main text edit area in the submission wizard that allows you to provide whatever description you wish for your downloads - or you can just modify the text of the download link directly with the editor.

How exactly does the user survey system work? How does one create a survey? Is there a certain rep level one has to be? I could not find any FAQ on this, and the search didn't turn up anything useful (not surprisingly).
